DEVENS MARKETS 69.3 ACRES FOR HOUSING
MassDevelopment Issues Requests for Proposals Seeking Residential Development at Adams Circle & Grant Road Sites

DEVENS, Mass. – Today, MassDevelopment issued Requests for Proposals (RFPs) for the disposition and development of multiple residentially zoned sites in Devens totaling approximately 69.3 acres:

•         Approximately 6.6 acres at Adams Circle, a growing residential neighborhood within walking distance of the commercial center of Devens and other amenities.

•         Approximately 62.7 acres on Grant Road, to expand the one of the largest residential neighborhoods in Devens.

The RFPs encourage a variety of housing types, including single-family homes, townhomes, duplexes, and multifamily buildings, as well as a variety of housing sizes. Projects targeting a variety of price points are preferable and may be developed as rental and/or ownership properties. More information is included in the RFPs, which are available at www.massdevelopment.com/rfps-and-rfqs/.

“Housing is a critical competitive asset for Massachusetts and essential to sustaining a strong, growing economy,” said Economic Development Secretary Eric Paley, who serves as Chair of MassDevelopment’s Board of Directors. “These sites present a real opportunity to expand housing options for the people who work in and around Devens, support employers competing for talent, and help address the region’s broader housing shortage. We are excited to see this move forward.”

“Adams Circle and Grant Road represent a big opportunity to bring more housing and economic growth to Devens,” said MassDevelopment President and CEO Navjeet Bal. “MassDevelopment’s team of real estate professionals, engineers, utilities managers, and others have worked hard to prepare these sites for development, and the Mass Leads Act unlocked our ability to go to market. With strong demand for more housing facing Devens and the entire region, we look forward to working with interested developers to turn this opportunity into reality.”

Located in north central Massachusetts, Devens is a 4,400-acre mixed-use community and an award-winning model for military base reuse. After serving as the U.S. Army’s New England headquarters for 79 years, Fort Devens was closed in 1996. Since then, MassDevelopment has worked to transform this site into a sustainable and thriving mixed-use community, providing municipal services, education, environmental protection, and infrastructure improvements to support continued redevelopment and job creation.

The Commonwealth and MassDevelopment have made it a priority to further increase housing production in Devens to address the regional and statewide housing shortage. In November 2024, Governor Healey signed into law the Mass Leads Act, which removed the cap on housing units allowed in Devens (the community was previously limited to a maximum of 282 housing units). This legislative change enables MassDevelopment to seek developers for multiple parcels within Devens that are already zoned for housing, such as Adams Circle and Grant Road. Additionally, the Mass Leads Act also established the Devens Housing Working Group to determine a strategy for increased housing production elsewhere in Devens, including in the Innovation and Technology Center zoning district, with the group releasing a final report in May 2025 that recommended amending local zoning bylaws to allow for housing in that district.
