Overlay district.  Discuss the next steps in preparation for a Spring, 2014, non-binding referendum question to allow the residents of Ayer, Harvard, Shirley and the Devens community to decide whether or not the JBOS should further explore the concept of an overlay district for the joint governance of the Devens Regional Enterprise Zone.
