Years in the making - it's finally here: the official implementation of export control reform.
On April 15, 2013 the Departments of State and Commerce published major final revisions to the International Traffic in Arms Regulations ("ITAR") and Export Administration Regulations ("EAR"). These final rules definitively establish the structure, provisions, and definitions for a positive control list and mark the start of the transition of many items from the ITAR to the licensing jurisdiction of the EAR and control on the Commerce Control List ("CCL").
